Henrico rethinks Lakeside's future after plan backlash

>Mr.Francisco who care and love Lakeside are long gone. The Hub, among other buildings, were neglected and in disrepair under his ownership. Multiple tenants had several issues with roof leaks, sewage, etc. Cheap commercial rent has hidden costs.
