Apartment Experiences

Does anyone have any personal experiences with the complexes Quarter Mill or Chippenham? I'm looking into them, but can only find so much as far as reviews. I don't particularly care about the property/community, or the office personnel. The exceptions would be never having an issue fixed or exceedingly lengthy timeframes to get the problem addressed and solved. I'm more interested in the unit cleanliness and etiquette of neighbors, like smoking or constant yelling. It's an apartment complex s
