About this property

St. Luke Apartments is a 496-unit, fully project-based Section 8 community of 46 buildings on Pilots Lane off Laburnum Avenue in eastern Henrico, near Richmond Raceway. Built in 1982 as Essex Village and long the county's largest subsidized complex, it was bought in 2017 by SAA | EVI, renamed for Maggie L. Walker's Independent Order of St. Luke, and put through a tax-credit rehabilitation that added a community center, an on-site health clinic, a police suite, a playground and round-the-clock security. Envolve owns and manages it; the leasing site lists contract rents, and residents pay according to household income.
